Open Google Play → your profile → Payments & subscriptions → Subscriptions → Scout. If a plan change is offered there, pick the new plan; Google applies it and handles any price difference.
If it isn't offered: cancel your current plan in Google Play (you keep access until the paid period ends), then choose the new plan from the subscription screen in the app.
